The Position at a Glance:
As the Manager, Engineering Services, reporting to the Director of Development Services, you will lead a dynamic team that provides design and construction services; engineering services on permit and application processes; design and execution of multiple ongoing projects; and serve as the drainage superintendent. You will also lead the Town’s Asset Management Team that provides corporate asset management and geographic information services to all other Divisions and Departments, including Public Works and Operations, Parks and Facilities, and Fleet.
What You’ll Do:
- Strategic Leadership & Advisory: Serve as strategic advisor to the Director of Development Services, representing the division externally, supporting Council and Committees, and ensuring alignment with municipal procedures and statutory requirements under relevant legislation.
- Planning & Performance Management: Develop and implement divisional and annual strategic plans, monitor progress towards business plans, prepare and deliver reports, and facilitate annual goal setting and performance reviews for staff.
- Team Development & Operations: Oversee the Engineering Services Division operations, promote staff development, manage recruitment and coaching, and encourage continuous improvement, corporate initiatives, and the adoption of new tools and opportunities.
- Financial Oversight: Prepare and manage divisional budgets and communicate fiscal responsibility to staff.
- Project and Program Management: Lead assigned municipal capital projects from planning and design through construction and delivery, providing technical oversight, key partner coordination, procurement support, and quality control.
- Asset Management/GIS Coordination: Lead the Town’s asset management and GIS functions by developing service levels, infrastructure priorities, lifecycle strategies, and performance standards to support effective, risk-based service delivery.
- Development Review: Support development review by assessing grading plans, planning applications, and technical submissions for compliance, while coordinating with applicants and participating in pre-consultation meetings.
- Town Drainage Superintendent: Investigate, consult and make recommendations on municipal drain related issues. Determine the best approach for all involved parties.
- Policy & Health and Safety: Ensure regular review and development of policies, programs, and procedures, and promote Health and Safety initiatives division wide.
Education:
- Post Secondary Diploma or Degree in Civil Engineering or a related field.
- Certification with Ontario Association of Certified Engineering Technicians and Technologists and/or membership in Professional Engineers Ontario is an asset.
- Professional Engineer (P. Eng.) designation is considered an asset.
- Diploma/Certificate in Asset Management, PMP or other relevant designations are considered assets.
Experience and Knowledge:
- A minimum of 5 years of relevant progressive experience including 2 to 3 years of municipal management experience is preferred.
- Thorough understanding of the land development process, municipal infrastructure planning, design, construction, municipal asset management, project management practices, municipal finance and risk management.
- Knowledge of the Drainage Act, Highway Traffic Act, Ontario Water Resources Act, Planning Act, Public Transportation and Highway Improvement Act, Asset Management Planning for Municipal Infrastructure Regulation, Ontario Construction Act, Occupational Health and Safety Act, Fisheries Act, On-Site and Excess Soil Management regulations, etc.
- An understanding of the legislative process, government decision-making processes.
- Thorough understanding of municipal infrastructure, infrastructure planning, managing grants and multi-year operational budgets, considered as an asset.
- An understanding of the legislative process, government decision-making processes.
- Possess a valid Class “G” Driver’s license.
- Experience working within a public sector environment is considered a strong asset.

What We Offer You:
Salary: $120,745 to $137,210 per year (depending on qualifications and experience)
Hours of work: 35 hours per week (8:30 am to 4:30 pm). The successful applicant will be expected to attend applicable Council and relevant committee meetings which typically occur outside of regular working hours.
Vacation: A generous number of vacation days per year in addition to 10 paid personal days.
