This role is an in‑office position based at our Downtown Toronto office. Our team is highly collaborative, and much of our work benefits from in‑person co‑creation, relationship‑building, and hands‑on partnership with leaders across the organization.
The Role:
Our Legal and Corporate Commercial Services Office is looking for Executive Vice President (EVP), Legal, Regulatory Affairs and Governance to lead the enterprise-wide regulatory strategy, governance, safety oversight, and operational claims management functions at Metrolinx. The role ensures proactive regulatory positioning, effective risk management, and alignment between regulatory obligations, operational requirements and corporate strategy to support long-term operational, financial, and reputational outcomes.
As a key member of the executive leadership team and a trusted advisor to the Chief Legal & Commercial Officer, CEO and Board, this role integrates regulatory, safety and governance insights into capital planning, major infrastructure delivery, and transit operations, while fostering strong, credible relationships with regulators, government agencies, and key stakeholders.
What will I be doing?
- Lead the design and execution of a multi-year regulatory strategy aligned with corporate priorities, infrastructure investments, and operational requirements.
- Establish and oversee an enterprise-wide Regulatory Affairs Office, including governance frameworks, policies, assurance mechanisms, and escalation protocols.
- Integrate regulatory considerations into corporate planning, capital programs, safety frameworks, and risk management.
- Lead the identification, assessment, and mitigation of enterprise regulatory risks, ensuring alignment with Metrolinx’s risk tolerance.
- Serve as Metrolinx’s senior representative with regulators, administrative tribunals, government bodies, and oversight agencies.
- Coordinate cross-functional messaging and engagement strategies for complex or high-risk regulatory matters.
- Oversee claims and dispute management strategies, including litigation and regulatory proceedings, ensuring optimal outcomes and risk mitigation.
- Ensure regulatory insights inform safety strategy, operational resilience, and crisis response.
- Partner closely with Legal, Commercial, and Operations teams to ensure regulatory considerations are embedded in decision-making, contracts, procurement, infrastructure delivery, and operations.
- Contribute to enterprise decision-making with data-driven regulatory analytics and financial insight.
- Oversee budgets, resourcing, and operating models for the relevant functions.
- Ensure delivery of regulatory and compliance initiatives on time, on budget, and aligned to enterprise priorities.
Implement performance metrics and reporting to track regulatory outcomes, risk exposure, and organizational effectiveness.

- Lead a high-performing, multidisciplinary leadership team of ~25+ professionals through transformation, integration, and growth.
- Foster a culture of strategic thinking, accountability, collaboration, and continuous improvement.
- Develop leadership capability and succession pipeline, including readiness for future executive roles.

Qualifications & Experience
- Law degree (LLB/JD) and membership in good standing with the Law Society of Ontario.
- 15+ years of progressive experience in regulatory, legal, or public policy roles within a highly regulated industry (e.g., energy, transportation, infrastructure, public sector).
- Significant executive leadership experience, including leading large, multidisciplinary teams (25+ employees).
- Demonstrated success developing and executing enterprise regulatory strategies, including engagement with regulators and tribunals.
- Experience leading complex regulatory proceedings, applications, or hearings.
- Strong knowledge of regulatory governance, administrative law, compliance frameworks, and risk management.
Proven ability to operate effectively in complex highly regulated environments.
