Scope of Work
The successful consultant will perform business analysis and requirements gathering activities across key capability areas, including:
- Preventive maintenance management
- Vehicle data management
- Cost, fuel, and performance tracking
- KPI reporting
- Fuel management
- Integration capabilities
- Technical requirements identified by the TDS Architectural requirements
- Automated service reminders
- Maintenance work orders
- Parts and labor tracking
- Predictive analytics
- Standardized parts lists and Bill of Materials (BOM)
- Centralized vehicle records
- Fluid specifications
- Torque specifications
- Consumables
- Inspection and license alerts
- Fuel card and bulk fuel management
- Anomaly and exception reporting
- External Entra ID requirements
- Integration with telematics, GPS, ELDs, accounting systems, customer portals, and related platforms
Key Responsibilities
The Senior Business Analyst will be responsible for:
- Confirming project scope, identifying stakeholders, confirming deliverables, and finalizing the workplan.
- Reviewing available documentation, including meeting transcripts, lifecycle models, budget processes, hardware listings, existing requirements, and technical architecture documentation.
- Conducting stakeholder workshops with Fleet, Finance, and TDS teams to validate current-state processes, identify pain points, and define business requirements.
- Developing Level 1 and Level 2 current-state process maps covering fleet lifecycle management, preventive maintenance, budgeting, procurement, maintenance work orders, fuel management, and reporting workflows.
- Translating findings into a structured requirements package including business, functional, financial, reporting, data, integration, governance, and technical requirements suitable for inclusion in a future RFP.
- Reviewing draft outputs with stakeholders, validating accuracy and completeness, and incorporating feedback.
- Finalizing the requirements package and supporting documentation for sign-off and future procurement activities.

Required Experience & Qualifications
The consultant must have:
- Minimum 5 years of Business Analyst experience in a municipal environment.
- Experience in requirements gathering for fleet asset management.
- Proven project management skills.
- Strong documentation skills.
