Rock Construction & Mining Inc. is seeking an experienced Health, Safety, Environment and Recruitment Coordinator with a strong background in drill and blast operations to lead, implement, and continuously improve our health and safety programs across active project sites. This role is critical in ensuring compliance with regulatory requirements while fostering a proactive safety culture in a high-risk, fast-paced construction and mining environments.
KEY RESPONSIBILITIES:
- Develop, implement, and maintain Health & Safety programs specific to drilling, blasting, and excavation.
- Provide on-site safety leadership, coaching, and support to field crews and supervisors
- Conduct site inspections, hazard assessments, and job safety analyses (JSAs)
- Lead incident investigations, root cause analysis, and corrective action tracking
- Ensure compliance with WorkSafeBC / provincial OH&S legislation, explosives regulations, and industry best practices
- Audit initiatives to ensure that newly identified risks, hazards, or behaviours are effectively managed
- Manage safety documentation including safe work procedures, blasting safety plans, emergency response plans, and training records
- Develop a culture of which safety is a key value
- Communicate any significant issues or concerns with management
- Maintain contractor sites (Avetta, Cognibox, IS Networld)
- Liaise with clients, regulators, and inspectors as required
- Track and report safety performance metrics (incidents, near misses, leading indicators)
- Oversee company drug and alcohol testing programs, including pre-employment, post-incident, reasonable cause, and site-specific testing requirements
- Assist estimating team with safety stats and project training requirements.
- Assist in hiring and evaluation of skilled proponents for positions in various projects.
- Develop and execute recruiting strategies to attract, hire and retain top talent
- Oversee the full recruitment life cycle, including job postings, interviews, and offer negotiations.
- Manage onboarding programs to ensure smooth new-hire integration
POSITION REQUIREMENTS:
Qualifications and Experience
- 5+ years of Health & Safety experience in construction, mining, or civil works
- Degree in Occupational Health & Safety or related field, or equivalent experience
- First Aid Level 3 Certificate
- Knowledge of WorkSafeBC / Canadian OH&S regulations
- Strong field presence and ability to work on active outdoor job sites
- Excellent communication, leadership, and report-writing skills
- Direct experience in drill and blast operations is an asset
- Proven understanding of the effective management of incidents and near misses
- Valid driver’s license and ability to travel to project sites as required
Pay: $75,000.00-$105,000.00 per year
