Mandate
The BOF invests, and seeks to attract investment from qualified institutional investors, public sector entities, governments, and Indigenous communities, with priority given to Canadian investors, in large scale or bundled infrastructure projects.
The BOF performs three key functions in support of its mandate:
- Invest in infrastructure and appropriately allocate risks amongst the BOF and other investors.
- Structure proposals and negotiate agreements with investors in infrastructure projects.
- Receive and assess unsolicited ideas and proposals for infrastructure projects that come from qualified institutional investors, public sector entities, governments, or Indigenous communities.
The BOF only invests in projects that align with the public interest of Ontario.
Key Milestones
Since its inception, the BOF has acted quickly and decisively to accelerate infrastructure development across the province.
- $8 billion in Government allocation to-date for BOF investments (including an initial $3 billion allocation and a $5 billion increase).
- 924 new and redeveloped long-term care beds expected to be created from initial BOF investments.
- $3 billion in loan guarantees available through the IOFP.
Indigenous Opportunities Financing Program (IOFP)
The BOF became the administrator of the IOFP as of October 1, 2025. Previously known as the Aboriginal Loan Guarantee Program and managed by the Ontario Financing Authority (OFA), the program has facilitated Indigenous financial participation in energy infrastructure projects since 2009, making it the longest running program of its kind in Canada.
About IOFP
The IOFP seeks to advance economic reconciliation and prosperity by enabling financial participation of Indigenous partners in Ontario-based infrastructure projects.
The IOFP provides financial guarantees on credit products (e.g. loans or bonds), within a $3 billion limit, to enable Indigenous partners to purchase equity in eligible energy and resource development projects. Credit support through the IOFP allows Indigenous partners to access financing at a below-market interest rate while receiving distributions that exceed the loan or bond servicing costs. The IOFP is not a loan or grant program.
Engaging with Indigenous Communities
The IOFP is part of BOF’s one-window offering for Indigenous financing. As announced in the 2025 Ontario Budget, the IOFP is expanding beyond electricity transmission and generation projects to include energy, critical minerals, resource development, and related infrastructure. BOF is engaging with Indigenous partners and experts in economic development to support the evolution of the IOFP and enhance its benefits for Indigenous communities, including a review of financing criteria and the types of guarantees provided.
Recent Projects
The IOFP has supported more than a dozen transformative projects . One example is the Wataynikaneyap Transmission Project, which brought reliable electricity to 17 remote First Nations communities. In July 2025, the Chatham-Lakeshore Transmission Line – owned and operated by Hydro One – announced Caldwell First Nation’s participation in an IOFP financial guarantee of up to $45 million through its business development arm, Northwind Business Development LP. The transaction was part of a 50-50 First Nation Equity Partnership with Hydro One and other impacted Anishinaabe First Nations whose traditional territories are located along the route of the transmission line.
Advancing Indigenous Equity Participation
Success of the IOFP will be measured through metrics such as:
- Number of Indigenous-led projects supported
- Funds distributed to Indigenous communities
- Geographic and sectoral diversity
- Long-term community benefits
BOF will also track progress through regular reporting and engagement with Indigenous partners to gauge the progress of the program.

The Opportunity
Reporting to Chief Strategy & Operations Officer the Managing Director, Indigenous Opportunities Financing Program (“MD”) plays a leadership role in driving the BOF’s strategic vision, growth, and operations, with a primary focus on the Indigenous Opportunities Financing Program (IOFP), deploying a variety of financing tools, including guarantees and the BOF portfolio as appropriate.
With a nuanced understanding of government processes and matrixed environments, this role works closely with Indigenous partners to access capital for large scale infrastructure projects that will create more opportunities to enable Indigenous economic participation. The MD plays a key role in driving impactful investment and development initiatives that contribute to Ontario's infrastructure and long-term resilience.
Demonstrating exceptional interpersonal skills and political acuity, the MD will build out the function and prepare it for long term success while fostering a high-performing, collaborative, and inclusive culture.
Key Responsibilities
Strategic Leadership
- Support the development and execution of the strategic vision for BOF, aligning objectives with the needs of Ontario’s Indigenous partners and infrastructure projects.
- Lead the IOFP to enable access to capital for infrastructure projects that advance community and economic wellbeing for Indigenous partners.
- Lead innovative structuring, joint ventures, co-investments, and long-term partnerships with Indigenous partners.
- Champion innovative approaches to the administration of the IOFP and project financing.
- Identify opportunities to maximize resources and impact of the program.

The Managing Director, Indigenous Opportunities Financing Program (“MD”) brings 10+ years of experience managing large-scale, complex portfolios, including, ideally, projects with Indigenous ownership structures.
Bringing deep expertise in project finance, underwriting, and infrastructure investment, this individual has led the structuring of sophisticated financing solutions, overseeing due diligence, negotiations, and execution across the full investment lifecycle.
The MD brings experience operating within matrixed and/or government environments, with the political acuity required to navigate complex processes, stakeholders, and sensitivities effectively.
The MD also demonstrates a nuanced understanding of Indigenous communities, grounded in respect for cultural protocols, governance structures, and community priorities, along with the judgment to operate effectively at the intersection of commercial, community, and government interests.
An experienced people leader and mentor, the MD is committed to developing both the technical and leadership capabilities of their team within a complex environment, and is driven by a genuine motivated to build, lead, and stabilize a growing function.
Key Qualifications
Technical Skills and Experience
- 10+ years of experience in managing large-scale investment portfolios and/or infrastructure projects, including those with Indigenous ownership structures.
- Deep expertise in project finance, investment underwriting, and infrastructure management, including structuring complex financing solutions; background in commercial banking, corporate finance, or a related institutional investment environment preferred.
- Demonstrated understanding of Indigenous communities, including cultural protocols, governance structures, and community priorities, with the sensitivity and judgement required to build trusted, long-term partnerships.
- Proven experience leading due diligence, negotiations, and execution across the investment lifecycle.
- Strong financial acumen, with the ability to evaluate project viability and impact, manage risk, and drive performance outcomes.
- Demonstrated ability to operate within government environments, or with a proven understanding of public sector processes and decision-making dynamics.
- Strong political acuity and appreciation for public sector governance, with the judgment to navigate complex stakeholder environments and approvals processes effectively.
