The Financial Accounting Officer provides technical accounting expertise to Health PEI. The incumbent will assist in planning, coordinating and administering a number of complex and varied accounting functions in order to ensure that financial information is accurate, timely and reliable. The incumbent will use a strong knowledge of accounting principles, corporate financial policies and computer applications to provide accounting advice and support to the Department’s management team and the Finance team.
Duties include but not limited to:
- Provide assistance to the Manager of Accounting Services on financial matters.
- Coordinate accounts receivable collection by ensuring that outstanding accounts are followed up with and collected in a timely manner.
- Prepare reports and make recommendations on accounts for collection and write off.
- Coordinate and participate in the monthly post of actual transactions from various accounting modules (payroll, accounts receivable, accounts payable, inventory and capital assets).
- Participate in biweekly, month-end and year-end analysis and financial statement preparation.
- Determining correct balances for assets and liability accounts and preparing appropriate journal entries to properly account for these balances in accordance with generally accepted accounting principles for public sector entities.
- Analyze asset and liability accounts from previous accounting periods and reallocate amounts to expenditure and revenue accounts where appropriate.
- Perform analytical review of revenue and expenditure accounts to ensure accuracy and completeness of transactions.
- Participate in updating the accounts receivable policies and procedure manual.
- Ensure proper recording of prepaid expenses and deferred revenues in compliance with generally accepted accounting principles and in line with Health PEI business processes to ensure that the information created for managers is timely and accurate.
- Assisting directors, managers and staff in ensuring the appropriate coding and processing of financial transactions.
- Other duties as required.
Minimum Qualifications:
- The successful candidate must possess a university degree in Business Administration or related field (demonstrated equivalency may be considered).
- Must have considerable experience in financial accounting in a complex computerized environment (including general ledger, accounts receivable, accounts payable, and payroll components).
- Must have proficiency in computer software, including spreadsheets, accounting systems, word processing and others.
- The successful candidate must demonstrate excellent organizational, analytical skills, communication skills and initiative within a Team Environment,
- Ability to understand and resolve complex issues, manage multiple tasks and meet deadlines.
- Valid driver’s license.
- Must have a good previous attendance and work record.
- The successful applicant must provide satisfactory criminal records check prior to beginning employment.
Other Qualifications:
- Knowledge of Oracle Financials and of the health system in Prince Edward Island would be an asset.
- A professional accounting designation or recent successful completion of courses leading to a professional accounting designation would be a definite asset.
