The Opportunity
The Infrastructure & Operations Division is responsible for a broad range of municipal services and infrastructure, including roads and parks maintenance, winter control, fleet services, water and wastewater systems, infrastructure planning, design and construction, waste management, environmental sustainability, corporate asset management, and economic development.
In this leadership role, you will provide strategic, operational, and financial oversight to the Division, ensuring priorities, resources, and services align with Council’s strategic direction and corporate objectives. You will lead business and financial planning, support department heads, oversee operational and capital investments, and advance the long-term sustainability and performance of the City’s infrastructure, assets, and services.
As a member of the Executive Management Team, you will contribute to corporate planning and decision-making, provide advice on complex corporate and community matters, and work collaboratively across the organization on strategic and cross-divisional initiatives. You will champion service excellence, innovation, and continuous improvement.
The successful candidate will bring significant senior management experience in a complex municipal or public-sector environment, with strong business and financial acumen, sound judgement, and demonstrated success leading diverse portfolios and high-performing teams.

Education (degree/diploma/certifications)
- Four (4) year University Degree in Civil Engineering, Urban Planning or related discipline accompanied by post-graduate studies in Business and/or Public Administration and management studies.
- Professional Engineer (P.Eng.) licence from Professional Engineers Ontario (PEO) is considered an asset.

Experience
- Ten (10) years of senior management experience performing duties related to the above mentioned major responsibilities, including experience in municipal infrastructure and growth management services or an executive management portfolio including extensive experience working with elected officials and supervisory experience in a unionized environment.
Knowledge/Skill/Ability
- Advance skills include: conceptual, interpersonal, project/time management, analytical, verbal and written communication, presentation, problem-solving, facilitation, negotiation, and staff leadership and supervisory skills.
- Demonstrated ability to:

- build strong and enthusiastic staff teams and external alliances/partnerships,
- align departmental programs/services with divisional and corporate goals/objectives,

- maintain a high standard of public relations and decorum at all times
- monitor short-term goals and adapt processes to ensure long-term branch, departmental, division, and/or corporate goals and objectives are achieved, even with shifting priorities
- effectively allocate budgets, time, and human resources to align with and support the achievement of the department, division, and/or corporate goals and objectives
- Thorough working knowledge of municipal legislation, regulations, standards and guidelines; municipal government and governance; practices related to infrastructure, asset management, roads, parks, fleet, water and wastewater, waste management, environmental sustainability, economic development, planning and construction; and general operations, administrative and financial management principles and practices; employment-related legislation, labour relations principles and collective agreement administration; and contemporary leadership and management practices.
- Intermediate computer literacy utilizing the Microsoft Office Suite (Word, Excel, PowerPoint), financial information systems, enterprise systems, asset management and operational software, and the Internet.
- Availability to attend evening and/or weekend meetings or other events as required.
Conditions of Employment

Location: City Hall, 70 Collier Street, Barrie, Ontario*
- Please note that the City has a Hybrid Work Program Policy in place that may allow a hybrid work arrangement of one (1) remote day per week for employees who meet eligibility requirements.
Hours: The normal hours of work are 35 hours per week; however, some non-standard hours may apply
Wage: This a permanent full-time non-union position with the following pay level and 2026 pay range:
- Pay Level: Level 19
- Yearly Salary: $192,496.97 to $258,111.81
- Hourly Pay Rate: $105.77 to $141.82
