PRIMARY PURPOSE
Provides engineering and project management expertise to support the development, implementation and continual improvement of CMBC’s Strategic Asset Management Practices in collaboration with the TransLink Capital team.
KEY ACCOUNTABILITIES
Forecasts, plans, initiates, and manages all aspects of assigned renewal or rehabilitation capital programs or projects, based on asset condition and investigation data in alignment with the divisional strategy and departmental objectives.
Manages and monitors the assigned capital programs or projects throughout the implementation stage, including monitoring the project against the project plan; creating project management records and documentations; monitoring the project progress and financial status of project. Anticipates and proactively manages change throughout the project life cycle.
Leads the strategic planning of the assigned capital programs or projects, including defining the scope of the project in collaboration with the manager; creating business cases/justifications and work plans, determining the objectives and measurements, determining the budget, resources, and stakeholders; setting up the project schedule and review plan.
Collaborates with the TL Capital team to develop and improve Strategic Asset Management Practices. Tracks, assesses, develops and improves the EAM standards to align with Capital Asset Management goals. Interacts with business leaders to analyze and define the business policies and processes, identify the data strategy and requirement to support the development and implementation of capital asset management program.
Updates and develops asset lifecycle condition assessments used to create long term capital renewal programs. Conducts detailed annual infrastructure condition assessments to determine asset condition scoring and remaining asset life. Develops and maintains asset lifecycle condition curves for each asset class in EAM inventory.
Manages consultants or contractors, when required, for specialized investigations or assessments. Develops and maintains a respectful and productive relationship with all stakeholders. Coordinates internal resources and third parties/vendors for the flawless execution of the project.
Presents and reports the program or project progress, risks, expectations, timelines, milestones and key project metrics to senior leadership team. Provides suggestions and recommendations to the senior leadership team on risk management and project delivery.
Provides expert advice and recommendations on engineering project management standards, governance and procedures to continuously improve project management practices.
