Reporting to the Construction Estimating Director, The Construction Estimating Lead is responsible for executing cost estimating and analysis activities for large-scale new project bids and feasibility studies. The Construction Estimating team provides expertise in services that include estimating, cost engineering, economic/investment modelling and cost benefit analysis. The team defines, analyzes and verifies all input data, compiles data within standard cost models according to the work breakdown structure, and ensures that all estimating methods and practices conform to the established procedures and recommended practices.
General duties and responsibilities include but are not limited to:

Prepare capital cost estimates for new project opportunities as identified in Request for Proposals (RFPs), change orders on existing projects, and feasibility studies, including estimation of engineering, equipment, construction, project management, and indirect project costs.

Work with members of the proposal team, including leads from Marketing and Business Development, Structural, MEP, Engineering, Project Management, Procurement, Risk, and Commercial, to define and gather the technical inputs required for the preparation of detailed, full scope cost estimates.

Review and assess RFPs, contract documents and client agreements to ensure estimates are aligned with the scope of work, work breakdown structure, and terms and conditions.

Work with project teams to prepare feasibility study and budgetary cost estimates for full scope Engineering, Procurement and Construction scopes.

Conduct benchmarking comparisons of estimates against actual costs from historical projects, and use these comparisons to challenge estimate inputs.

Analyze historical cost data as well as market conditions in infrastructure and industrial construction.

Prepare contingency estimates, payment schedules, cash flow curves, REC forms, and populate client specific price forms and templates.

Facilitate estimate review and challenge sessions and present estimate details and basis as required to obtain formal approvals.

Identify risks, gaps, and interfaces between different project components.

Prepare formal basis of estimate documents when and as required for internal and external clients.

Ensure the effective transition of cost model data from the proposal estimate stage to project budget set-up.

Ensure that all estimating deliverables meet timelines and accuracy requirements.

Special assignments, ad hoc reports and other related cost estimating duties as required.

University graduate in Engineering, Business, or Mathematics with at least 10 years of experience within a high technology or construction industry.

Professional designation (CCP/T through the AACEI, Quantity Surveyor, PMP) is an asset.
-
Experience in the use of third-party estimating tools is an asset.

Working knowledge of cost estimating techniques and AACEI practices is beneficial.

Strong knowledge of estimation methods for heavy industrial construction and complex building projects.

In-depth understanding of building systems, structural & architectural components, and MEP interfaces.

Strong mathematical and analytical/problem solving capabilities are essential.

High level of proficiency in MS Office suite software, with emphasis on Microsoft Excel.

Effective problem solving and analytical skills with a results-oriented approach.

Ability to prioritize and to work under pressure to meet deadlines.
