The Urban Planning and Economy Development Services Branch is seeking a Senior Engineer to serve as a key leader and technical resource for our engineering and technology team. As our Lead Transportation Engineer, coordinate transportation direction for infrastructure requirements and apply your transportation engineering expertise to review and provide critical analysis for development permit applications.
What will you do?

Review, technical evaluate, modify, and approve responses on the transportation requirements associated with Development Permit Applications, applying your transportation planning and engineering knowledge, and ensuring compliance with City of Edmonton policies, bylaws, and the City of Edmonton guiding documents including the Complete Streets Design and Construction Guidelines and the Access Management Guidelines

Review, evaluate, modify, and approve responses to City circulations and to inquiries from Administration, the land development industry, City Council, and the public, prepared by transportation staff

Review, prepare and approve responses to access requests and developer initiated projects within City road right-of-way

Mentor, support and guide engineers, engineers-in training, and technicians, including discussions on day-to-day issues, peer review, review of technical work, training opportunities, and adherence to engineering standards

Collaborate, support, and provide input on the transportation review of rezonings and subdivisions as it relates to future development permit application reviews as required

Recognize the need for joint responsibility and accountability to resolve issues before the next stages of the development process

Create a positive and cooperative work environment, with emphasis on accountability, motivation, and morale

Liaise and collaborate with consultants, other City staff, utilities and other affected agencies and partners to resolve issues

Organize, lead and/or actively participate in meetings with various collaborators to discuss transportation requirements and/or issues associated with proposed or future applications

Represent the Section on various interdepartmental or interagency project committees and teams

Provide transportation representation and expertise at the Subdivision and Development Appeal Board hearings, Council hearings, and other committees as required

Play a key role in the development, update and/or approval of guidelines, processes and procedures related to Land Development Applications and/or Development Permit Applications
Qualifications:
-
Bachelor of Science Degree in Civil Engineering or a Bachelor of Engineering Degree in Civil Engineering with courses in Transportation Engineering, Land Use Planning and/or Planning Law

Minimum of 8 years of progressively responsible experience in Transportation Engineering, Transportation Planning, Land Use Planning and/or Roadway Design

Must be a Professional Engineer (P.Eng) in good standing and registered with APEGA. Applicants in a different Canadian jurisdiction eligible for Inter Provincial Mobility (IPMA) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment

Regulatory Compliance & Professional Standards: Demonstrated adherence to APEGA regulations and City of Edmonton standards, with the expertise to authenticate professional work products and apply knowledge of the Municipal Government Act (MGA), Zoning Bylaw, Complete Streets Design and Construction Standards, and Access Management Guidelines

Technical Review & Development Expertise: Comprehensive experience in evaluating Development Applications and/or Land Development Applications, reviewing Traffic Impact Assessments (TIAs), analyzing access proposals, making independant and efficient decisions, including necessary roadway upgrades

Leadership & Stakeholder Management: Proven ability to supervise, mentor, and coach technical staff, combined with strong negotiation, problem-solving, and collaboration skills to manage positive relationships with diverse stakeholders

Project Management & Communication: Strong capability to balance high-volume workloads and meet strict deadlines, supported by effective written, verbal, and public presentation skills to respond to the needs of the development industry

Up to: 1 temporary full-time position for up to 11 months

Hours of work: 36.9 hours per week, Monday - Friday

Salary: $112,669.97 - $140,836.50 (Annually)

This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite
