We are seeking an experienced and strategic Manager, Business Continuity & Operational Resilience to lead the evolution of our enterprise-wide Business Continuity Management System (BCMS), drive organizational resilience, and advance our multi-year Continuity Maturity Roadmap. Reporting to the VP, Operations, this role provides enterprise leadership, governance, and oversight for E-Comm's Business Continuity Program. You will be responsible for establishing standards, frameworks, and oversight to ensure continuity of critical operations across all departments during disruptions and emergencies, with authority to enforce compliance and escalate issues to executive leadership.

WHAT YOU WILL DO:
- Lead E-Comm's enterprise Business Continuity Program and Business Continuity Management System (BCMS), establishing the strategy, governance framework, standards, and roadmap that strengthen organizational resilience and preparedness
- Drive the continued advancement of E-Comm's multi-year Continuity Maturity Roadmap and Continuity Maturity Index, conducting annual assessments and developing strategic initiatives that advance the organization toward its target state of business continuity maturity
- Establish enterprise business continuity requirements, critical service priorities, and recovery objectives, ensuring alignment with technology disaster recovery capabilities, emergency management, crisis management, and enterprise risk management practices
- Provide leadership, coaching, and oversight to continuity professionals and departmental stakeholders, fostering a culture of preparedness, accountability, continuous improvement, and resilience across the organization
- Lead enterprise-wide business impact analyses, critical service mapping, dependency assessments, and resilience planning activities to address operational, technology, infrastructure, vendor, cyber, and emerging risks
- Oversee continuity exercises, testing programs, after-action reviews, and improvement initiatives, ensuring plans remain effective, validated, and aligned with organizational and public safety requirements
- Serve as E-Comm's senior business continuity and resilience advisor during major incidents and disruptions, providing strategic guidance, impact assessments, recovery planning, and executive-level decision support
- Build strong partnerships across Operations, Technology Services, Corporate Services, executive leadership, and external stakeholders to embed continuity, recovery, and resilience requirements throughout the organization
WHAT YOU WILL BRING:
- A bachelor's degree in Emergency Management, Business Continuity, Risk Management, Business Administration, Information Systems, or a related field
- 7–10 years of progressive experience in business continuity, emergency management, disaster recovery, organizational resilience, or risk management, including leadership experience
- Experience leading enterprise-wide programs within public safety, emergency services, critical infrastructure, healthcare, utilities, government, or other mission-critical environments
- Demonstrated expertise in Business Continuity Management Systems (BCMS), business impact analysis, continuity governance, resilience planning, and organizational preparedness
- Strong knowledge of industry standards and frameworks such as ISO 22301, ISO 31000, ISO 27031, DRII, BCI, and Incident Command System (ICS) principles
- Proven ability to influence executive leaders, build cross-functional partnerships, and lead organizational change in complex environments
- Professional certifications such as CBCP, MBCI, DRII, emergency management, or risk management designations are considered advantageous
- Previous people leadership experience
As a condition of employment at E-Comm, the required Police Security Clearance applicable to the position must be acquired and maintained. This is a process carried out by our law enforcement partner agencies, facilitated by E-Comm. The minimum residency in Canada to qualify for this position, as established by our law enforcement partner agencies, is 5 years.
