Technical Lead – IBM i / AS400 Enterprise Wireline Billing Systems
This role is responsible for supporting and enhancing IBM i / AS400 applications in a
telecommunications billing environment. It requires strong technical depth, leadership capability,
and the ability to manage estimation, planning, technical delivery, production support, and
transition risk across a complex legacy application landscape.
Strong hands-on IBM i (iSeries/AS400) technical expertise across RPG, RPGLE (free
format), CL/CLLE, COBOL, SQL/Embedded SQL, DDM, display/subfiles, DB2 for i, ILE
architecture, batch jobs, and scheduled processes, with experience in development,
production support, troubleshooting, and technical leadership.
Experience working with telecommunications enterprise billing systems, including Billing,
Rating, Message Processing, Accounts Receivable, Ordering, and system integrations
using web services and MQ.
Proficiency with IBM i development and support tools, including VS Code, GitHub
Copilot, RDi, Implementer (MKS), Hawkeye, and PKENCRYPT/PKZIP, for
development, code promotion, impact analysis, troubleshooting, and environment
management.
Strong documentation skills, impact analysis, and solution design capability, including
technical specifications, process flows, data mappings, and operational procedures.
Strong leadership, communication, and stakeholder management skills, with the ability
to lead developers, manage priorities, set and enforce development standards, perform
code reviews, maintain delivery discipline, and ensure effective ongoing knowledge
transfer and operational readiness across business, QA, Operations, and other teams.
Key Requirements:
10+ years of IBM i / AS400 experience, including recent hands-on Technical Lead
responsibilities. Strong capability in RPG/RPGLE, CL/CLLE, SQL, DB2 for i, batch processing,
and legacy application support is required. Experience in telecommunications billing
environments is strongly preferred. Strong estimation, planning, and technical delivery
management capability is required. The successful candidate must be able to ramp up
independently, work effectively with limited transition support, and collaborate with business,
QA, Operations, and cross-functional teams.

Core Responsibilities:
Own IBM i applications across enhancement, maintenance, production support, and
stability of existing RPGLE-based solutions.
Analyze business and technical requirements, perform impact assessments, prepare
solution designs, and deliver changes in alignment with SDLC standards.
Provide technical leadership to a team of developers through work allocation, estimation,
delivery planning, code reviews, design guidance, and enforcement of coding,
documentation, and change management standards.
Support testing, deployments, and production issue resolution through defect
investigation, root cause analysis, validation, and post-release support.
Provide ongoing knowledge transfer and operational handover support to Operations,
QA, and dependent teams to ensure readiness for deployments, support, and
maintenance.
Manage transition risk by identifying knowledge gaps, improving documentation,
establishing sustainable support ownership, and maintaining delivery continuity.
