Assess the capacity, performance, and utilization of SAGD and CPF facilities and equipment to identify technical solutions that improve production efficiency.

Identify opportunities to increase production throughput while minimizing capital investment.

Lead technical assessments and feasibility studies for debottlenecking initiatives.

Develop debottlenecking execution strategies and present recommendations to senior management.

Manage the execution of debottlenecking projects through commissioning and production start-up, ensuring appropriate project controls are in place throughout all phases.

Conduct post-project evaluations and prepare comparative performance reports to measure project outcomes against objectives.

Lead the successful delivery of oil and gas capital projects, including facilities, pipelines/flowlines, and plant modifications, by establishing execution strategies tailored to project-specific requirements.

Develop or oversee the development of comprehensive project execution plans, including project scope, budget, schedule, and other baseline deliverables.

Serve as the primary point of contact for clients, maintaining strong relationships through proactive communication and project updates.

Coordinate and lead multidisciplinary project teams, ensuring effective collaboration across engineering disciplines and functional departments.

Monitor, track, and report key project performance indicators, ensuring effective project controls throughout execution.

Manage changing project priorities while proactively identifying, resolving, and mitigating issues and conflicts.

Assume overall accountability for project success, ensuring objectives related to cost, schedule, quality, and Health, Safety & Environment (HSE) are achieved.

Support business growth by fostering long-term client relationships, encouraging repeat business, and contributing to new business development opportunities.

Licensed Professional Engineer (P.Eng.) designation is required.

Fluency in both English and Mandarin is mandatory.

Minimum of 10 years of experience delivering EPC projects within the oil and gas industry, including at least 5 years in a Project Manager or comparable leadership position. Experience managing major capital projects valued at over $50 million is considered an asset.

Demonstrated expertise in project controls, including integrated scheduling, cost management, forecasting, progress measurement, and performance reporting.

Strong procurement experience, including procurement planning, long-lead equipment management, vendor qualification and evaluation, bid clarification, and coordination of global supply chains.

Proven ability to identify, assess, mitigate, and monitor project risks related to cost, schedule, and execution.

Excellent verbal and written communication skills, with the ability to prepare technical and non-technical reports and deliver effective presentations.

Ability to perform effectively in fast-paced, changing environments while delivering high-quality project outcomes on schedule.

Demonstrated commitment to leading by example and promoting company core values and Health, Safety & Environment (HSE) standards.

Strong technical knowledge and project management expertise in the execution of EPC capital projects.

Comprehensive understanding of all phases of project management, including project integration, project controls, front-end engineering and design (FEED), detailed engineering, procurement, construction, commissioning, and start-up.

Hands-on field experience supporting construction, commissioning, and start-up of oil and gas processing or production facilities.

Solid understanding and practical application of stage-gate project delivery processes.

Knowledge of contracting strategies, contract administration, commercial management, and contract execution.

Strong understanding of project risk management principles and practices.

Familiarity with capital funding approval processes, work planning, and budgeting procedures.

Proven leadership skills with the ability to motivate, mentor, and guide multidisciplinary project teams.
