Housing Services focuses on providing both affordable and supportive housing for those who are living on low income and/or are recovering from homelessness.
We are hiring for a Supervisor for our Supportive Housing program. The Supervisor will possess and utilize their passion for coaching and developing people and teams. They will provide leadership for the program and the team by coordinating the daily operations of the program. Through co-collaboration with both internal and external partners (including tenants, service providers, WRPS, Region of Waterloo staff etc.) will allow for improved tenant experience, refined policies, procedures, improved safety, and community engagement within the housing buildings. The supervisor will be responsible for supervising the Housing Support Workers.
This is a contract position, from approximately July 27, 2026 to March 27, 2027. Full-time position (37.5 hours per week); schedule is generally Monday to Friday, daytime hours, with flexibility to meet program needs. This role requires a valid G class driver’s license and access to a reliable vehicle as well as the successful completion of a Police Records Check (Vulnerable Sector) (within the last six months) pre-employment.
Key Responsibilities:
Lead, develop and support Housing Support Workers working with assigned tenant caseloads including staff and volunteers;
Responsible for scheduling and the allocation of staff, students and volunteers based on the needs of each program and/or site.
Supervisory responsibilities for health and safety within the program; ensuring a physically and psychologically healthy work environment for all team members.
Working with the Program manager, develop and manage new Supportive and Affordable housing program.
Apply deep knowledge of the inherent risk involved in working alongside the people we serve to coach team members in mitigating risks, and supporting an environment that is physically and psychologically healthy;
Understand, implement and be accountable to program policies and procedures, including and not limited to: incident reporting, harm reduction, fire prevention, privacy/confidentiality
Responsible for the day to day operations of the assigned programs including day to day operational budget and financial functions, coordination of data collection, database management (i.e. HIFIS) staff and tenant safety.
Create program related reports (i.e. Quarterly reports to the Region, safety reports etc.)
Support the development of program related policies and procedures
Champion organizational and program change initiatives, helping team members and people we support to understand the change and inviting feedback through appropriate channels;
Facilitate engagement with people we serve, utilizing surveys, start, stop, continue exercises and analyze quarterly results on the development of program outcomes;
Responsible for the 24/7 program operation including day to day operations and crisis/emergency response and participation in the on-call rotation
Complete tenant file audits to ensure effective case management, adherence to program model as well as to support the team clinically
Strategic oversite on the strategy for engagement of the people we serve to ensure decision making transparency, feedback, and program improvement through a human centered design process
Collaboration and teamwork across many functions to achieve success including: housing, health, finance, development, police, city/regional officials, finance, and other service providers and partners within Waterloo Region;
Support the program leaders with administration, creating reports and proposals to support and secure diverse funding opportunities;
Contribute to the organizational strategic planning process and annual planning processes within the program;
Designing and providing consistent quality programs that will build community and address the housing stability using an equity, justice and diversity lens.
Job Specific Knowledge/Skills:
Knowledge with tenants’ rights and responsibilities
Passion to support people experiencing trauma, mental health, addiction, poor health, poverty and/or homelessness
Familiar with tenants’ rights and responsibilities in RTA protected units
Expert conflict management skills to navigate the complex tenant needs, shifting government
policies and diverse stakeholders need
Strong data management and reporting skills
Knowledge of local community agencies and resources is an asset
Ability to deescalate hostile situations involving individuals with tact and diplomacy
Education/Experience:
University degree or minimum 3 year college diploma in a related field of study required
Very strong leadership, team building and decision making skills required including demonstrated strength in coaching and developing people and teams with at least 1-2 year previous experience leading a team.
Demonstrated skill in building and maintaining productive relationships (staff, community partners, funders).
Experience and proven abilities in housing, social services and/or policy driven work ideally within a residential setting.
Experience working with people who have a history of: trauma, mental health, addiction, poor health, poverty and/or homelessness is preferred

Experience with and commitment to using an anti-racism, anti-oppressive and trauma informed approach in consultation, program design, evaluation processes and service delivery

Excellent project, timeline and deadline management skills including skills in logistics and planning and detailed record keeping

Act as a change agent; contributing to continuous improvement and the successful implementation of change initiatives

Rate of Pay:
At House of Friendship all compensation ranges are categorized under a series of “grades” and we base our payment structure on internal equity. When determining rate of pay, a candidate’s past related experience will be taken into consideration.

Min: $30.64
Mid: $35.17
Max: $39.69
Working Conditions:
37.5 hours per week, generally daytime with pre-planned evening and weekend work to support the 24/7 program operation
Participate in the on-call rotation for after-hours emergency response
Travel throughout the Region of Waterloo for required meetings and community engagement
Encountering participants at program sites who may be under the influence of alcohol or other drugs, and/or experiencing symptoms of mental illness can be expected
