The Registrar leads the Office of the Registrar (RO) and is accountable for admissions, registration, records, fees, financial aid and student awards, scheduling, recognition of prior learning, enrolment, audit, and convocation services across Canadore College.
Working closely with the Vice-President, Student Access, Success and Indigenous Engagement, and the Senior Leadership Team, the Registrar directs the College’s multi-year Strategic Enrolment Management (SEM) plan and annual enrolment targets, aligning enrolment strategy with Canadore’s mission, program mix, and financial sustainability.
Qualifications:
- Master’s Degree in Business Administration, Public Administration, Education, Social Sciences, Information Systems Management, or a related field.
- Minimum eleven (11) years of progressive experience in registrarial or enrolment management functions, including a minimum of seven (7) years in a people-leadership role.
- Demonstrated experience leading Strategic Enrolment Management planning, including target-setting, conversion analysis and multi-year enrolment forecasting.
- Experience leveraging Student Information System (SIS) technology to continuously improve service delivery, including systems analysis and business process reengineering.
- Experience leading in a unionized, multi-stakeholder environment, with strong collaborative relationship-building skills.
- Experience with policy development, interpretation, and administration, including handling appeals and exceptions.
- Experience managing significant operating and project budgets, including revenue-generating activity.
- Demonstrated experience successfully leading services for diverse student populations, including Indigenous, international, and other equity-deserving learners.
- Demonstrated knowledge and commitment to privacy and data-use regulations and policies, including FIPPA.
- Well-developed planning, organizational, and time management skills.
- Demonstrated ability to interact effectively with a wide variety of people at all levels in an organization.
- Knowledge and comprehension of college programs, policies, and organizational structures, including College decision-making processes, an asset.
- Ability to gather information, analyze, evaluate, formulate, and recommend the appropriate course of action.
- Excellent verbal and written communication skills and highly developed writing skills.
- Advanced computer skills (i.e., word processing, spreadsheets, and presentation software).
- Knowledge of, and sensitivity to, gender, race, sexual orientation, age, and multicultural issues.
- This is an In-person, on-campus positions; the successful candidate must be able to reliably commute and/or relocate to North Bay, ON, required.
Responsibilities:
Strategic Enrolment Management and Registrarial Leadership
- Leads the development and execution of Canadore’s multi-year Strategic Enrolment Management (SEM) plan and annual enrolment targets by program, grounded in analysis of application, confirmation and registration conversion trends, demographic data and market research.
- Provides strategic guidance on program offerings, pathways, and service delivery in partnership with the Senior Leadership Team, to support enrolment growth objectives toward financial sustainability.
- Serves as the College’s primary liaison on strategic enrolment matters with the Senior Leadership Team, Academic Division, and external partners, including the development of partnership and articulation agreements.
- Provides regular presentations, analysis, and strategic recommendations to College Leadership on enrolment, trends, funding implications.
Registrarial Operations: Admissions, Records, Scheduling, and Convocation
- Directs the efficient and effective delivery of admissions, registration, and records management services to all applicants and students, ensuring service standards, accessibility and client experience meet institutional goals.
- Directs the College’s academic scheduling (timetabling) processes and space utilization guidelines, ensuring efficient use of learning space and coordination with academic scheduling needs.
- Directs the maintenance, retention and archiving of student records and academic credentials in accordance with FIPPA and the College's records retention guidelines.
- Directs the planning, organization and execution of Canadore's Convocation ceremonies, overseeing certification of graduates and adjudication of exceptional recommendations to graduate.
- Acts as the College's senior subject-matter expert and business owner for the corporate SIS, directing its strategy and operational optimization.
- Sets the specifications and priorities for system enhancements and integrations to ensure optimized client and user experience.
- Advocates for and leads the implementation of web-enabled, self-service digital options that advance student accessibility to information and registrarial services.
- Monitors system security permissions and works closely with Information Technology Services to ensure data integrity and appropriate access controls are maintained.
Human Resources and Financial Management
- Provides leadership in human resource functions within the Office of the Registrar, promoting a high level of performance through effective recruitment, selection, training, development, motivation and evaluation of staff.
- Directs and promotes the realignment and revision of staff and office functions in response to changing service environments and client expectations, applying continuous improvement principles across interdependent registrarial processes.
- Develops, monitors and directs the annual budget of the Office of the Registrar, including monitoring expenditures, allocating resources, and forecasting revenue generation.
Indigenous Engagement, Access, International and Partnership Initiatives
- Collaborates with the First Peoples' Centre and Indigenous partner institutions on enrolment pathways, program delivery data, and partnership agreements that support Indigenous learner access and success.
- Ensures registrarial policies, admissions pathways and business processes are administered with cultural awareness and responsiveness to the needs of Indigenous, international, and other diverse student populations.
- Contributes registrarial data, analysis and reporting to support the College's strategic planning, reporting, and Ministry accountability related to student access and success.
Compliance with Ministry Policy, Fees, and Enrolment Audit
- Interprets and administers Ministry of Colleges, Universities, Research Excellence and Security (MCURES) binding policy directives, ensuring equitable and consistent treatment of all applicant and student groups, and conformity with provincial and federal legislation.
- Directs the preparation, validation and submission of the College's annual enrolment audit report to the Ministry and is the College's authority in dealing with external auditors on matters of enrolment and financial aid integrity.
- Leads the College's annual tuition, ancillary and international fee strategy and fee schedule development for presentation to the Board of Governors, ensuring compliance with Ministry fee directives and the Tuition/Ancillary Fee Protocol with the Students' Association.
- Oversees the effective and efficient administration of Financial Aid and Student Awards, including OSAP delivery, out-of-province student loan programs, and the adjudication and disbursement of need-based bursaries and merit-based scholarships in compliance with Ministry requirements, CRA guidance and applicable legislation.
