The Regional Health, Safety & Environmental (HSE) Manager is responsible for leading and advancing a best-in-class HSE program across multiple Canadian locations, including construction projects and operational facilities. This role provides strategic direction, technical expertise, and hands-on support to site-level HSE teams and business leadership to ensure compliance with OHS, Environmental and Climate Change Canada (ECCC), as well as applicable regulatory and contractual requirements across federal, provincial, and/or territorial jurisdictions.
The role serves as a key partner to construction, operations, engineering, procurement, and senior leadership—driving a proactive safety culture, mitigating risk, and ensuring alignment with corporate HSE goals and customer expectations.
Qualifications
Education & Certifications
- Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or related field required.
- Professional certifications preferred (e.g., CRSP, CIH, CHMM, or equivalent).
Experience
- 10+ years of progressive HSE experience, including leadership of multi-site or regional programs
- Experience in data center construction/operations and/or industrial construction environments strongly preferred
- Demonstrated experience with OHS & ECCC regulatory compliance in complex, accelerated pace environments
- Proven ability to lead and develop high-performing HSE teams
Key Responsibilities
HSE Strategy & Leadership
- Develop, implement, and continuously improve regional HSE strategies, policies, and procedures aligned with corporate objectives and regulatory requirements.
- Lead and promote a strong, behavior-based safety culture across all U.S. sites, emphasizing prevention, accountability, and continuous improvement.
- Provide leadership and oversight to site HSE teams, including performance management, capability building, and succession planning.
Regulatory Compliance (OHS, ECCC, and beyond)
- Ensure compliance with all applicable federal, provincial/territorial jurisdictions and local regulations, including OHS and ECCC requirements.
- Monitor and interpret regulatory changes and proactively update policies and procedures.
- Serve as primary liaison for HSE regulatory agencies, inspections, and audits.
- Ensure alignment with customer contractual HSE obligations and industry standards (e.g., ISO 14001/18001 / ISO 45001 where applicable).
Construction & Operational HSE Oversight
- Provide HSE leadership for both data center construction projects and operational facilities, ensuring consistent standards across lifecycle phases.
- Oversee contractor and subcontractor safety performance, ensuring compliance with OHS/WHS, IREN management systems, and site-specific safety plans.
- Conduct audits, inspections, and risk assessments (JHAs, hazard analyses) to identify and mitigate risks.
- Ensure robust environmental compliance programs, including waste management, pollution prevention, and sustainability practices.
Risk Management & Incident Prevention
- Lead incident investigations, including serious injuries, near misses, and environmental events, using root cause analysis methodologies.
- Analyze HSE metrics (TRIR, DART, etc.) to identify trends and drive corrective and preventive actions.
- Develop and oversee emergency preparedness and response programs across sites.
Coaching, Mentorship & Cross-Functional Engagement
- Provide coaching and mentorship to:
- Construction leadership
- Operations leadership
- Engineering, procurement, and support functions
- Act as a trusted advisor, integrating HSE considerations into business decision-making and project execution.
- Develop, deliver, and/or oversee training programs and promote workforce engagement in safety initiatives.
Performance, Reporting & Continuous Improvement
- Develop, track, and report regional HSE KPIs and performance metrics to senior leadership.
- Drive continuous improvement initiatives and adoption of leading HSE practices across all sites.
- Support budgeting, resource planning, and investment strategies for HSE programs.

Working Conditions
- Travel required across Canadian sites (construction and operational locations)

- The expected base salary for this role starts at $95-165K annually CAD.
- Actual compensation will be determined based on factors such as experience, qualifications, and market data for the region.
