ABOUT NIAGARA SPCA & HUMANE SOCIETY
The Niagara SPCA & Humane Society is one of Niagara's animal charities, serving communities across the region through shelters located in Niagara Falls, Welland, and Port Colborne. We provide care for homeless, injured, and abandoned animals while helping them find loving homes. We also operate a Cat Adoption Centre and a Spay/Neuter Clinic dedicated to reducing pet overpopulation through prevention.

THE OPPORTUNITY
We are seeking a compassionate, confident, and community-minded professional who enjoys working independently, solving problems, and making a meaningful difference in the lives of animals and the people who care for them.
You will enforce municipal animal control laws in Niagara communities and Haldimand County through education, compassionate care, and enforcement.
KEY RESPONSIBILITIES
Animal Care & Field Operations
- Respond to calls involving stray, injured, abandoned, and at-risk animals, including emergency situations.
- Safely capture, handle, transport, and care for animals using humane practices.
- Conduct animal pickups, deliveries, park patrols, and coyote patrols throughout the Niagara Region and Haldimand County.
- Sell dog and cat licence tags and support community animal services.
Enforcement & Public Safety
- Enforce municipal animal control by-laws and applicable Provincial legislation.
- Investigate complaints, gather evidence, and prepare detailed reports and documentation.
- Issue warnings, fines, and legal documentation while ensuring legislative compliance.
- Prepare cases and represent the organization during court proceedings when required.
- De-escalate challenging situations while exercising sound judgment and professionalism.
- Promote public safety while protecting the welfare of animals and the community. Customer Service & Community Engagement
- Deliver compassionate, professional customer service to members of the public and community partners.
- Educate pet owners on responsible pet ownership, animal welfare, and applicable legislation.
- Maintain accurate records using computerised records management systems and Microsoft Office applications.
- Collaborate with shelter staff, veterinarians, municipalities, and community stakeholders.
- Represent the Niagara SPCA & Humane Society professionally in every community interaction. REQUIRED QUALIFICATIONS
- Experience working directly with animals in an animal welfare, veterinary, shelter, or related environment.
- Experience in law enforcement, municipal by-law enforcement, investigations, corrections, or a related field.
- Excellent verbal and written communication, report writing, problem-solving, and conflict de-escalation skills, with the ability to interact professionally with the public in difficult or emotionally charged situations.
- Ability to work independently while contributing effectively as part of a team.
- Proficiency with Microsoft Office and computerised records management systems.
- Valid Ontario Class G Driver's Licence with a clean driver's abstract and reliable transportation.
- Ability to obtain and maintain a Police Record Check and meet all organisational employment requirements.
- Physically capable of safely handling and lifting animals of various sizes and available to work days, weekends, holidays, and on-call shifts. PREFERRED QUALIFICATIONS
- Post-secondary education in Law Enforcement, Corrections, Municipal By-law Enforcement, Criminology, Animal Care, Veterinary Assistant, or a related discipline.
- Experience in preparing investigative reports and applying municipal by-laws and Provincial legislation.
- Experience working in an animal welfare organisation, municipal enforcement, or public safety environment.
AREAS OF SERVICE
Niagara Falls, Welland, Port Colborne, Wainfleet, Pelham, Lincoln and West Lincoln, and Haldimand County
HOURS OF WORK
This position requires flexibility and includes:
- Full-time scheduled hours, with two to three on-call shifts per week
- Every other weekend and holiday coverage
Residence within the Niagara Region and/or Haldimand County service area is required to meet the timely on-call response.
