Tariff-related economic conditions are reshaping aviation faster than most employers can plan for. Roles are changing, skills are shifting, and employers are making workforce decisions without the evidence they need.
The Aviation Workforce Resilience Project changes that. Over six months, Elevate Aviation will work with aviation employers to identify the occupations most exposed to tariff and sanction pressures, map the competencies those roles now demand, and find where employees can be retained in evolving positions or supported into related ones. The project will also examine selected adjacent industries for occupations with strong potential to transition into aviation. The result is a set of practical, evidence-based workforce planning tools that employers, educators, and workforce development organizations can use immediately.
We are seeking a Project Manager who will guide this work from launch through to knowledge mobilization, coordinating seven deliverables, two external delivery partners, and an employer-led Advisory Committee established within the first thirty days. While the Project Manager will not conduct the research directly, success depends on their ability to secure employer participation, keep partners aligned, and ensure the findings reach the employers and organizations who will put them to use. This role is ideal for someone who builds trust easily with senior industry leaders, draws detailed information out of busy employers quickly, and works efficiently within a fixed six month timeline.
Key Responsibilities
Project Governance & Advisory Committee
- Finalize project governance and workplan within the first thirty days of the project.
- Recruit and confirm four to eight additional industry partners to establish a full employer-led Advisory Committee of six to ten members, building on participation from two confirmed partners.
- Chair Advisory Committee meetings, set agendas, document decisions, and sustain employer engagement throughout the project term.
- Execute on partner agreements, deliverable schedules, and quality expectations with project partners.
- Assist with all funder reporting, including interim and final narrative and financial reports, ensuring full compliance with agreement terms.
- Oversee the project budget, partner invoicing, and expenditure tracking against approved budget lines.
Employer Engagement & Workforce Assessment
- Design and lead employer interviews, focus groups, and workshops to identify tariff-related workforce impacts, workforce challenges, and priority occupations.
- Coordinate engagement activities with project partners to ensure transferable capabilities and learning considerations are captured throughout.
- Manage the validity and workforce transition review process to ensure findings are practical, evidence-based, and suitable for employer decision-making.
Partner & Deliverable Management
- Manage project partners, Savvy Knowledge and InceptionU, against contracted scope, budget, and timelines.
- Oversee production of the Training Needs Assessment, Training Strategy Report, and Employer Workforce Planning Guide.
- Ensure all recommendations reflect employer input rather than partner assumptions, and are actionable for employers, education providers, and workforce development organizations.
- Maintain and track project documentation, version control, and deliverable sign-off.
Knowledge Mobilization & Sector Impact
- Lead employer validation of final recommendations and workforce planning resources.
- Oversee delivery of two webinars, publication of downloadable employer resources, and development of presentation materials.
- Coordinate dissemination through the Elevate Aviation website, newsletters, partner communications, conference presentations, and industry channels to support sector-wide adoption.
- Collaborate with the marketing team to translate project findings into accessible, compelling content for industry audiences.
Qualification Guidelines
- Post-secondary education in business, public administration, human resources, workforce development, or a related field. An equivalent combination of education and experience will be considered.
- Three or more years of experience managing complex, multi-partner projects with fixed deliverables and external funder accountability.
- Experience delivering government-funded or grant-funded projects, including narrative and financial reporting.
- Proven ability to recruit and sustain employer or industry participation in advisory committees, working groups, or similar forums.
- Experience managing external consultants or delivery partners against contracted scope, budget, and timelines.
- Strong facilitation skills, with the credibility and presence to lead a room of senior industry leaders.
- Excellent written and verbal communication skills, including reports intended for employer and government audiences.
- Exceptional organizational and time management skills, with the ability to hold multiple concurrent workstreams to a fixed schedule.
- Strong problem-solving skills, sound judgment, and the ability to work independently in a remote environment.
- Experience using Google Workspace, virtual meeting platforms, and project management tools.
- Experience in aviation, aerospace, transportation, or another industrial sector is considered an asset.
- Background in workforce development, labour market research, competency frameworks, or skills mapping is considered an asset.
- An established network among Canadian aviation employers is considered a strong asset.
- Project management or change management certification is considered an asset.
Work Environment
This is a remote position with a flexible work arrangement. The successful candidate must be based in Alberta. This position will work closely with the Elevate Aviation team, project partners, and Advisory Committee members through virtual meetings and collaborative digital tools.
Travel within Alberta may be required to support employer engagement, workshops, industry events, and knowledge mobilization activities. Occasional evening and weekend work may be required to accommodate employer availability and project timelines.
