Position Purpose:
Responsible for providing general maintenance to all Town roads and Town owned road-side properties and assisting the Roads Supervisor with the coordination and monitoring of divisional staff. For full details, please see attached job description.
Minimum Qualifications
¿ High school diploma or equivalent academic level
¿ Supplemental training in order to operate heavy equipment.
¿ Minimum two (2) years related experience in road maintenance/building, preferably in a municipal environment
¿ Previous experience working in a computerized environment (Computer maintenance management system, GPS);
¿ Previous lead hand and/or acting foreman experience with demonstrated ability to prepare work schedules and exercise sound judgement
¿ Previous experience operating various heavy equipment (i.e. grader, tractor, loader, bulldozer, backhoe, etc.).
¿ Valid class ¿DZ¿ Ontario Driver¿s Licence;
¿ CVOR Abstract in good standing required to operate Corporation vehicles;

Responsible for providing general maintenance to all Town roads and Town owned road-side properties and assisting the Road¿s Supervisor with the coordination and monitoring of divisional staff
Work Planning, Scheduling and Monitoring
- Oversees and/or directs the activities of divisional and seasonal staff including orientation, occupational health and safety, training on the effective/safe operation of equipment and maintenance standards/expectations;
- Prepares work schedules on a daily, weekly and/or annual basis, and assists with time sheets; PSRs and Hours of Service for all Staff;
- Identifies works, submits work orders, prioritizes work using criticality and manages backlog
- Prepares estimates for work, prepares job plans, and records actuals for work execution
- Ensures divisional staff observe all safety and other pertinent regulations/procedures and policies
Health & Safety, Policies and Procedures
- Ensures compliance of the Occupational Health and Safety Act and other applicable legislation
o Enforces the Town¿s Health and Safety Program, procedures and best practices.
o Implements, conducts, and ensures due diligence of all health and safety matters including but not limited to training, risk assessments, workplace inspections, investigations, procedures and correcting hazards.

Administrative & Reporting
- Assists with Monthly Statements, Summary and Submission of Visa Purchase Card.
- Prepares reports and performs data entry for various inventories electronically
- May assist with the hiring of seasonal employees, providing recommendations to the Supervisor on discipline and termination decisions of seasonal staff.
- May conduct performance evaluation reviews on seasonal employees ensuring Occupational Health and Safety performance is evaluated;
- Identifies areas of concern/problems and resolves situation and/or refers to the Supervisor for resolve;
Road Operations and Maintenance
- Ensures a high level of maintenance of all Town roads and Town road-side properties including sanding, snow ploughing, grading, patching, ditching, grass cutting, tree/hedge trimming, maintaining culverts, signs, and guide rails, and acting as eyes and ears for the Town in potential emergency situations, providing accurate documentation to protect the Town from liability.
- Patrols roads during winter months and arranges sufficient staff and equipment to provide required winter maintenance operations;
- Operates, as necessary, equipment/vehicles;
- Operates heavy equipment to complete all necessary duties, such as dump truck, grader, backhoe, road sweeper, tractor, loader, bulldozer, steam machine, etc.
- Provides detailed descriptions to utility companies for cable locates for The Town operations electronically
- Provides locates for storm sewers and street lights accurately, for emergency situations or as needed, and contracts contractor if needed.
- Provides detailed accounts and reports for accidents, incidents, etc. to aid in liability investigations of the Town
- Provides direction and ensures that any contractor working for the Town is working within its policies and procedures.
- Carries ¿On call¿ phone on a rotating schedule, and is available 24 hours a day, 7 days a week for the term.
- Performs safe removal and disposal of noxious weeds such as Giant Hogweed.
- Performs set up and ensures that a traffic protection plan is in place and is appropriate for the area that is needed according to Book 7.
- Maintains, repairs, and/or installs new culverts by establishing grades, compacting gravel, excavating and resurfacing/sodding as required.
- Maintains existing ditches and/or excavates new ditches including installing sub-drains when necessary.
- Cuts/trims grass and weeds on roadsides.
- Trims and/or removes brush and trees with the use of chainsaws, loader, etc. and disposes of brush and branches with the chipper truck and plants new trees/bushes as required.
- Cleans, repairs and/or installs catch basins and removes and disposes of any contaminated waste.
- Provides roadside clean up, including the removal of large/heavy objects on Town properties and disposes of road killed animals (excluding cats and dogs) and other garbage as necessary.
- Installs and maintains snow fence and uses steamer to thaw culverts.
- Maintains, repairs, paints and/or installs road/traffic and street name signs.
- Maintains the Town owned Transfer Sites involving Maintenance and Compliance
- Completes minor repairs and maintenance on machinery and equipment as required.
- Maintains the Town work yards (including shop and garage) through regular cleaning, painting and/or minor repairs.
- This position also includes all other duties as assigned to Road Attendants Position when required

Education and Training:
- Completion of Grade 12 or equivalent;
- Supplemental training in order to operate heavy equipment.
- ORGA Training Preferred;
- Certificates and training in road operations considered an asset including:
o Book 7 Traffic control and safety
o Chainsaw safety and operator training
- Certificates and training in computer skills for the workplace considered an asset including:
o Basic report writing and presentations
o MS Office¿; Excel, Word
- Certified Engineering Technician or Technologist considered an asset
Experience:
- Minimum two (2) years related experience in road maintenance/building, preferably in a municipal environment;
- Previous experience working in a computerized environment (Computer maintenance management system, GPS);
- Previous lead hand and/or acting foreman experience with demonstrated ability to prepare work schedules and exercise sound judgement
- Previous experience operating various heavy equipment (i.e. grader, tractor, loader, bulldozer, backhoe, etc.).
- Up to 1 year period of adjustment.
Knowledge and skills:
- Skill and knowledge in the use/operation of all Road Department equipment;
- Working knowledge of all applicable health and safety regulations and legislation.
- Good communication and public relations skills in order to deal tactfully with the public and senior management
- Basic to Intermediate level Excel and Word skills considered an asset
- Ability to prepare spreadsheet analysis and reports considered an asset
- Good diagnostic and problem-solving abilities considered an asset
- Good organization, time-management, and customer service skills
Competencies:
- Excellent organizational, problem-solving, supervisory, communication and leadership skills;
- Availability to work evenings and/or weekends as necessary and respond to emergencies;
- Valid Class ¿D¿ Driver¿s License, with Z endorsement;
- Driver¿s Abstract in good standing required to operate Corporation vehicles.
Physical Demands and Working Conditions

- Heavy physical exertion;
- Exposure to physical hazards and health and safety risks
- May be required to work in and withstand severe cold and adverse weather conditions
- Must be available for stand-by, particularly during the winter months; (November 15th to March 15th).
