Western Irrigation District (WID) is one of Alberta's largest irrigation districts, delivering reliable water to agricultural producers, municipalities, commercial customers, and rural communities.
We're looking for an experienced Senior Project Manager to lead our Project Management Team and oversee the successful delivery of capital infrastructure projects that support the District's long-term growth and operational excellence.
This is a senior role for someone who thrives on building high-performing teams, driving accountability, and delivering complex construction and infrastructure projects safely, on schedule, and within budget.
About the Role
Provide strategic direction to our Project Management Team while overseeing multiple capital projects from planning through construction and close-out.
You'll work closely with internal departments, contractors, consultants, government agencies, municipalities, and stakeholders to ensure projects are delivered efficiently, safely, and in compliance with regulatory and quality standards.
This role combines strategic leadership with hands-on project execution and offers the opportunity to influence the future of critical water infrastructure in Southern Alberta.
What You'll Do
Leadership & Team Development
- Build, mentor, and lead a high-performing Project Management Team.
- Drive organizational improvements through structured change management.
- Provide leadership that supports collaboration, accountability, and continuous improvement.
- Support business development opportunities and strengthen relationships with contractors, consultants, municipalities, and community stakeholders.
Capital Projects & Construction
- Lead the planning and delivery of capital construction and infrastructure projects.
- Oversee project execution to ensure scope, schedule, budget, and quality objectives are achieved.
- Partner with the Construction Manager to coordinate project delivery.
- Ensure projects comply with applicable permits, approvals, codes, and regulations.
- Monitor quality throughout the project lifecycle.
Project Controls & Financial Management
- Develop and manage project budgets, schedules, forecasts, and reporting.
- Lead cost control, financial tracking, forecasting, and change management.
- Coordinate project planning with engineers, consultants, and contractors.
- Oversee project documentation, logistics, procurement, staffing plans, and materials management.
Procurement & Operations
- Lead procurement and logistics planning for multiple construction projects.
- Coordinate contractors and vendors while ensuring compliance with procurement processes.
- Improve operational efficiency through process improvements and digital workflows.
- Plan project mobilization and demobilization activities.
Health, Safety & Quality
- Champion a strong safety culture across all projects.
- Ensure compliance with WID's Health, Safety & Environmental Management System.
- Integrate quality management and risk mitigation into every phase of project delivery.
Stakeholder Management
- Build strong relationships with municipalities, provincial agencies, consultants, contractors, and community stakeholders.
- Serve as the primary liaison between Project Management, Operations, and project stakeholders.
- Resolve project issues through collaboration and proactive communication.
What We're Looking For
Required Qualifications
- 10+ years of progressive leadership experience delivering construction, infrastructure, utilities, logistics, or operational projects.
- Minimum 5 years leading construction projects or project management teams.
- Strong experience with:
- Capital project delivery
- Construction management
- Project scheduling
- Cost control and budgeting
- Contract administration
- Commercial management
- Ability to read and interpret engineering drawings, blueprints, and technical specifications.
- Valid Class 5 Driver's Licence and ability to travel to project sites.
Preferred Qualifications
- Bachelor's Degree in Civil Engineering, Construction Management, Facilities Engineering, or a related discipline.
- PMP (Project Management Professional), CET, or equivalent designation.
- Experience with infrastructure, municipal, irrigation, utilities, heavy civil, or water management projects.
- Knowledge of construction contracts, procurement, and subcontractor management.
