Job Summary

Reporting to the Director, HealthLink BC (HLBC) Nursing Services, and under a management matrix agreement between Provincial Health Services Authority (PHSA) and HLBC, Ministry of Health, the Clinical Nurse Educator is responsible for providing clinical education services to HealthLink BC staff in a rapidly changing virtual service delivery environment, ensuring effective utilization of clinical systems and enhancing the quality of patient care. The position uses educational/curriculum theory, evidence-based practice and knowledge of nursing to assess, design, develop, implement and evaluate clinical education activities, and measures education plan success and amends plans accordingly. The Clinical Nurse Educator also supports quality and safety activities through formal and informal learning, call assessments and coaching of nursing staff. The Clinical Nurse Educator participates in research, policy, quality improvement, and risk management activities.
Duties
- Supports the 24/7 virtual health center by providing clinical instruction to new and existing staff, facilitating learning through coaching and role modeling nursing and telehealth best practice to staff, as well as providing real-time support and education as needed.
- Collaborates with the Quality Management Coordinator, Shift Leaders and Managers, Nursing Services, to assess and develop individual learning plans for nurses with identified practice concerns, providing necessary support and training to meet plan objectives, and identifying learning needs for formal/informal learning activities.
- Promotes skill development by assessing nurse work, including documentation practices and care services, providing feedback and coaching to ensure compliance with telehealth standards and clinical practice guidelines.
- Responsible for the design, development, implementation and evaluation of approved nursing education programs (including orientation, continuing education and clinical systems training) using educational/curriculum theory and specialized clinical knowledge in collaboration with Managers and partners.
- Provides guidance on clinical and cloud-based virtual health centre systems functions, usage and best practices (e.g., Patient Health Record (PHR) and Omni-Channel solutions, focusing on system functionalities and user engagement channels), including identifying barriers to understanding clinical and cloud-based contact centre systems, conducting needs assessments, developing tailored training materials, and delivering formal presentations and one-on-one coaching using educational technology and self-directed learning methods.
- Develops, reviews, and modifies learning resources and clinical practice reference documents, ensuring alignment with established educational standards and providing feedback to partners to maintain current and relevant resources.
- Facilitates learning by coaching and serving as a clinical resource, leveraging evidence- based practices and technological advancements; consulting with community experts; evaluating clinical practice standards; identifying emerging theories and educational programs; and developing and presenting new or revised standards and educational sessions to enhance patient care quality while introducing innovative learning technologies.
- Participates in quality improvement and risk management activities by evaluating the effectiveness of clinical education programs, analyzing learning outcomes, and generating recommendations for improvement in educational services and processes.
- Acts as a clinical education resource person in group initiatives, providing input on clinical educational needs, documenting processes and utilization statistics, and maintaining accountability through written and verbal reports.
- Provides consultation to staff regarding professional development and clinical education, facilitating individual competency development through feedback, meetings, and recommendations for educational programs and resources.
- Contributes to performance evaluations of staff by assessing clinical knowledge and skills, discussing performance expectations, and providing input on probationary periods and disciplinary actions, while contributing to yearly performance planning.
- Acts as preceptor to new hires when needed, providing one-on-one support and coaching, and collaborating with Work Force Coordinators and Managers in planning preceptor assignments and educational events.
- Engages in approved nursing and interdisciplinary research activities by identifying topics/issues, promoting staff involvement, and supporting evidence-based nursing practice to enhance clinical education effectiveness.
- Provides recommendations regarding recruitment and retention strategies and continuing education initiatives for staff based on training experience, observations and feedback.
- Maintains clinical competency and call-taking eligibility, as determined by the Nursing Services management team, supporting consistency in feedback and participating in call analysis meetings.
- Evaluates the clinical educational components of HealthLink BC by developing tools to collect ongoing and retrospective data, conducting studies, and collaborating with other programs to assess and measure educational outcomes.
- Coordinates student placements and preceptor assignments, ensuring comprehensive education in telehealth practices in collaboration with Manager and team members.
- Performs other related duties as assigned.
Qualifications
Education, Training and Experience
- Graduation from an approved School of Nursing with current practicing registration as a Registered Nurse with the British Columbia College of Nurses and Midwives (BCCNM).
- A minimum of three (3) years of recent nursing experience, including one (1) year’s recent experience with clinical information systems.
- A minimum of three (3) years of recent experience in developing and delivering education and training, including clinical nursing practice education, within a complex health care environment.
Skills and Abilities
- Sound knowledge of current practice approaches and “Best Practice” standards both in the delivery of telehealth and in the provision of clinical education to health care professionals including nursing staff.
- Demonstrated ability to apply principles of adult education, lifelong learning, and to apply educational theories and evidence-based practice to teaching practices.
- Demonstrated ability to assess individual and group learning needs; develop and deliver educational programs to meet program, organization and learner needs; develop/deliver teaching/learning modalities and education materials that promote best practice and evaluate the outcome
- Demonstrated ability to understand change dynamics and change management processes.
- Demonstrated ability to prioritize and organize work independently.
- Demonstrated ability to communicate effectively, both orally and in writing.
- Demonstrated ability to teach, demonstrate, facilitate, lead, coach, mentor and motivate.

- Demonstrated ability to collaborate and work effectively as a member of an interdisciplinary/ interprofessional team.
- Proficiency in computers, including client information system software, word-processing, spreadsheets, internet, email and education software; keyboarding at minimum 30 words per minute.
- Physical ability to perform the duties and responsibilities of the position.

Healthlink is a 24/7/365 telehealth platform that provides BC and Yukon residents access to non-emergency health information, health advice and assistance in navigating the provincial health care system. HLBC is composed of a multidisciplinary team of dietitians, qualified exercise professionals, health service navigators, pharmacists and registered nurses that deliver health information via telephone (8-1-1) and web (healthlinkbc.ca).
