The Site and Quality Manager is responsible for full-time, on-site oversight of construction activities and quality assurance across multiple solar carport and solar ground mount projects. This individual travels to the project sites for the duration of construction, serving as PESI’s daily on-the-ground authority for safety, quality control, subcontractor performance, and material receiving, while working closely with the Senior Project Manager to ensure delivery on schedule, within budget, and to PESI’s quality standards. The ideal candidate brings hands-on field experience with civil, mechanical, and electrical aspects of solar installation and excels at independent decision-making, documentation discipline, and coordination across concurrent active job sites.
Responsibilities:
- Maintain daily on-site presence at active construction sites, rotating between concurrent project sites as needed to provide continuous coverage across the portfolio.
- Travel to the project sites for the full construction duration, serving as PESI’s representative on site.
- Coordinate daily crew activities and serve as the primary on-site point of contact for subcontractor superintendents and field personnel.
- Maintain photo documentation for all milestone stages of construction.
- Review and approve all subcontractor Daily Work Reports and QA/QC forms prior to milestone invoicing.
- Monitor foundation installation phases: verify depth, alignment, rebar cages, and anchor bolt placement, and witness concrete slump tests as required.
- Oversee mechanical installation in accordance with the final designs.
- Verify structure and component assembly and quality checks in accordance with manufacturer QA/QC forms and installation manuals.
- Monitor and track electrical installation progress as required.
- Track and flag any deviations from stamped drawings; escalate to the Senior Project Manager or Engineer of Record for sign-off where required.
- Compile and submit all close-out documentation required for Mechanical Completion and Final Completion Certificates.
- Facilitate field-to-engineering feedback on QA/QC procedures and results.
- Conduct and document regular safety inspections across all active sites; facilitate third-party inspector and municipality inspection visits.
- Adhere to and enforce all Company health and safety guidelines, policies, and procedures; ensure all site personnel meet compliance requirements.
- Participate in incident investigations and drive corrective actions to closure.
- Oversee material receiving by inspecting all deliveries within 24 hours of arrival and notifying the Contractor of any damage in accordance with subcontract obligations.
- Monitor and enforce subcontractor performance against schedule milestones, quality standards, and safety requirements, taking corrective action as required.
- Support subcontractor introductions, onboarding, and orientation for new project sites.
- Issue punch list items and track them to closure within the contractually required timeframe of notification.
- Support compilation of lien waiver packages and other close-out documentation for each project site.
- Coordinate with the Senior Project Manager on Final Completion sign-off requirements and retainage release milestones.
- Prepare and distribute Weekly Progress Reports to the Senior Project Manager and client per contract reporting requirements.
- Prepare Weekly Safety Inspection Reports and make them available to the Senior Project Manager and third-party inspectors upon request.
- Maintain up-to-date project documentation, including QC logs, inspection records, and milestone photo documentation, within company project management systems.
- Coordinate closely with the Senior Project Manager during periodic site visits, providing full site walkthroughs, schedule briefings, and handoff support as needed.
- Perform other duties as assigned.
Qualifications:
- Diploma or Bachelor's degree in Civil Engineering, Construction Management, Mechanical Engineering, Electrical Engineering, Engineering Technology, or a related discipline is preferred.
- Minimum 5-8 years of construction experience, including 3+ years in a site supervision, quality assurance, quality control, or field management role.
- Demonstrated experience on utility-scale ground mount and/or solar carport construction projects.
- Hands-on experience with civil, structural, mechanical, and electrical installation activities.
- Experience managing subcontractors, field crews, inspections, and project documentation on active construction sites.
- Proven experience reviewing and maintaining QA/QC documentation, inspection records, and project close-out documentation.
- Experience working on projects throughout Canada and/or the United States is considered an asset.
- Strong understanding of solar construction methods, including:
- • Earthworks, grading, and foundations.
- Reinforced concrete foundations and anchor bolt installation.
- Structural steel erection and mechanical assembly.
- Module installation and single-axis tracker (SAT) systems.
- Electrical installation, cable management, and commissioning support.
- Ability to read and interpret:
- • Construction drawings.
- Structural and electrical plans.
- Specifications.
- Shop drawings.
- Installation manuals.
- QA/QC inspection and testing requirements.
- Familiarity with project close-out documentation, punch lists, turnover packages, and Mechanical and Final Completion processes.
- Working knowledge of Microsoft Office Suite and construction/project management software (e.g., Procore, Autodesk Construction Cloud, Microsoft Project, or equivalent).
- Valid driver's license with a clean driving record.
- Ability to obtain and maintain a valid passport and travel freely throughout Canada and the United States.
- Current First Aid/CPR certification is an asset.
- OSHA 30 (U.S.), CSTS, WHMIS, or equivalent construction safety certifications are considered strong assets.
- Fall Protection, Elevated Work Platform (MEWP), and Working at Heights certifications are considered assets.
- Willingness and ability to travel extensively throughout Canada and the United States.
- Ability to remain on project sites for the full duration of construction assignments.
- Must be able to work outdoors in varying weather conditions and on active construction sites.
- Ability to work extended hours, weekends, or rotational schedules as project demands require.
- Ability to frequently walk uneven terrain, climb ladders, lift up to 50 lbs (23 kg), and perform site inspections in an active construction environment.
